南東アラスカの小さな町シトカではニシンが春の訪れを告げる。古くから先住民のクリンギット族は、木を海に沈めて数の子を取る伝統的な漁を行っていた。しかし70年代に日本がニシン不漁を迎えたことをきっかけに、アラスカで日本のマーケットに向けた商業漁が始まる。巨大な網でニシンを取り、卵だけを掻き取る、大規模で破壊的な商業漁は、先住民の伝統漁を揺るがし、政治的な対立の原因にもなっていた。
